Inaturalist is a wildlife observation website with a strong community it has apps on android and ios for you to record observations the app identifies birds, animals, flowers, trees, and more It is a great plant identification app. I take a picture and the app just sits there on the search screen.
There is only two problems i have encountered.
The most pressing problem is that if no wifi is. The app is a plant encyclopedia that recognizes over 10,000 different types of plants. There were small little leaves and it was able to identifying on the first try. It is a great plant identification app.
